As we inch our way closer and closer to production, information on the sequel to The Hunger Games is starting to trickle in. By information, I mean rumours and speculation.
We still have over a year to wait before we see the film, but already we're hearing lots of gossip. With that said, I must do this:

While many in Hollywood are cutting out early for the holidays, it’s reaping day for Jena Malone.
The Sucker Punch actress is in talks to play snide tribute Johanna Mason in The Hunger Games sequel Catching Fire, a key role that will be reprised in the trilogy’s third installment, Mockingjay.
Malone has the offer and is in early negotiations for the part, according to sources. The move nixes premature reports that pegged newbie actress-model Zoe Aggeliki as the frontrunner to play the ax-wielding former Hunger Games winner from District 7, who aligns with Katniss Everdeen (Jennifer Lawrence) and Peeta Mellark (Josh Hutcherson) in their return to the arena for an all-stars death match.

I think Jena Malone looks like a good Johanna, or at least similar to how I pictured her in my mind. Breezy, I thought it was this November too at first.

Jena Malone is good at being bad and fiesty though. I like the casting myself! Jena can look a bit younger, we don't want the tributes looking too much older than 18!

But the tributes in Catching Fire aren't all kids. Johanna is presumed to be in her early 20s.
I don't know if I can recall anything I've seen Jena in (she looks familiar) but she does look similar to how I pictured Johanna, so I'm happy with the casting from an appearance perspective.

Most of them are older than 18 (I think only Peeta and Katniss are that young). A lot of them are 30-something or even older like Mag who is over 80.

In the regular Hunger Games, yes. But because this one is the 75th annual Hunger Games, it's the Quarter Quell where there is an added stipulation - in this one the tributes are reaped from each district's existing pool of Victors - meaning that all of the tributes in this edition have already been tributes and won their respective Hunger Games, and the age limit has been ignored.
